With the theme of “Openness, Inclusiveness, Collaboration and Sharing, Promoting Practical Cooperation in Emerging Industries”, the China-ASEAN Forum on Emerging Industries (hereinafter “the Forum”) was opened on July 4th in Shenzhen. Jin Zhuanglong, Minister of Industry and Information Technology of China, Agus Gumiwang Kartasasmita, Minister of Industry of Indonesia, Josephine Teo, Minister of Communications and Information of Singapore,Malaithong Kommasith, Minister of Industry and Commerce of Laos, Charile Than, Minister of Industry of Myanmar, Ivan John Uy, Secretary of the Department of Information and Communications Technology of Philippines, Pg Hj Shamhary Pg Dato Hj Mustafa, Minister of Transport and Infocommunications of Brunei, Kao Kim Hourn, Secretary General of ASEAN, Tea Kong, Under-Secretary of State of Ministry of Commerce of the Kingdom of Cambodia and Commercial Attaché of Royal Embassy of Cambodia in China, Datuk Mohamad Fauzi bin Md Isa, Secretary Generalof Ministry of Communications and Digital of Malaysia, Siddharth Chatterjee, United Nations Resident Coordinator (UNRC) in China, Yu Hong, Ambassador of Ministry of Foreign Affairs of China among other delegates attended and addressed the Forum.
Minister Jin Zhuanglong said that as the latest round of global scientific and technological revolution and industrial transformation deepens, cultivating emerging industries has become an important strategic choice for countries to develop new growth engines and promote economic development. China stands ready to work with ASEAN countries to drive forward the emerging industries by promoting openness and inclusiveness, facilitate win-win scenarios through synergy and sharing, and build prosperity through pragmatic cooperation for more achievements. Toward this end, we must strengthen policy alignment and create an enabling environment for the development of emerging industries. We must give full play to the mechanism of China-ASEAN Digital Ministers' Meeting, accelerate the establishment of China-ASEAN ministerial dialogue and exchange mechanism in the field of industry, carry out all-round exchanges and cooperation in development policies, strategic planning, standard system and regulatory means and other aspects, and continue to enhance mutual trust in strategy to create favorable conditions for pragmatic cooperation among all parties of the industry. We must energize innovations and promote high-quality development in key areas. We must deeply implement the Initiative on Building ASEAN-China Partnership on Digital Economy and other cooperation programs, focus on new energy vehicles, digital economy, energy and electronics and other emerging industries, and tap a number of major highly technological and heavily invested projects that lead industry development so as to give new impetus for industrial cooperation and build a new high ground for innovation-driven development. We must stay committed to openness and inclusiveness and explore a new model of coordinated development. The Forum presents an exciting opportunity to promote the efficient flow of personnel, logistics, capital and information among parks, industries and regions, realize the deeper integration of industrial chains, supply chains and value chains, and build a collaborative development model of emerging industries with China-ASEAN characteristics. We must accelerate capacity building and strengthen the foundation for the development of emerging industries. We must be oriented to capacity building, carry out joint pilot demonstrations and talent exchanges to train 1,000 digital talents for ASEAN within three years, and continuously strengthen complementarity and synergy in terms of governments, production, academia, research, application and business to take our cooperation to a higher level.
The Forum was highly recognized by the attending Ministers of ASEAN countries, who unanimously expressed that the cooperation between China and ASEAN enjoyed great potential and that developing future-oriented cooperative partnership can draw on each other's strengths and promote regional development. ASEAN hopes to strengthen communication and exchanges with China, deepen cooperation and move forward side by side with China in advanced manufacturing, digital infrastructure, digital transformation and supply chain, and provide guidance and support for enterprises to strengthen their exploration in emerging industries to jointly foster innovative, inclusive and sustainable development.
During the Forum, an exhibition dedicated to emerging industries and a signing ceremony for project cooperation were held. China-ASEAN Initiative on Cooperation in Emerging Industries (Shenzhen Initiative) was released, which proposed to further promote China and ASEAN to jointly build a regional ecosystem of innovation, build more equal, inclusive and constructive partnerships for industrial and supply chains, explore cooperation in such emerging industries as the digital economy, new energy vehicles, and energy electronics, jointly promote the establishment of a China-ASEAN ministerial dialogue and exchange mechanism in the industrial sector, host forums on a regular basis, strengthen policy coordination, share development experience, implement the United Nations 2030 Agenda for Sustainable Development, encourage ASEAN countries' industries, universities and research institutes to join the Partnership Network for the New Industrial Revolution under the Global Development Initiative, and fully exploit the mechanism of China-ASEAN Digital Ministers' Meeting to pragmatically carry out mutually beneficial cooperation in the digital field.
The Forum was hosted by the Ministry of Industry and Information Technology of China, People’s Government of Guangdong Province and Shenzhen Municipal People’s Government. About 300 delegates from industry and information and communication authorities of ASEAN countries, the Ministry of Foreign Affairs of China, embassies and consulates of ASEAN countries in China, leading enterprises, think tanks, and business associations in emerging industries of China and ASEAN, and relevant international organizations attended the Forum.
